Five Convention and Visitors Bureaus came together for the first time to market themselves under one umbrella. The challenge was to make this region, located in Northeastern Pennsylvania, appeal to everyone–all on an extremely tight budget. We started by identifying an audience, a group we termed the “The Roof Rack Crowd.” Next, we spoke directly to them in some very compelling and unexpected ways. www.upstatepa.org
